On 24-25 September 2024, the Council of Europe/European Union project "Support to Council of Europe for EU network of prison monitoring bodies" (European NPM Forum), in partnership with the Pompidou Group, held a conference on improving health safeguards for people with substance use disorders (PWSUD) in detention, which gathered over 120 participants from 38 member States.
Key principles discussed included the application of CPT standards, UN Mandela Rules, United Nations Office on Drugs and Crime (UNODC), emphasising individualised treatment for prisoners and timely medical examinations. Experts underscored the need for proper healthcare access in prisons, recognising drug use disorders as a public health issue and advocating for treatment in therapeutic settings, not by force.
The European Court of Human Rights' rulings on withdrawal treatment were also highlighted, calling for better execution of judgments. Presentations covered systemic challenges, such as the application of alternative sanctions, the importance of medical care, and the role of NPMs in protecting vulnerable groups, including women, juveniles and foreign nationals.
Other Conference discussions explored key topics such as the non-medical use of prescription drugs, cooperation with civil society in treatment in preventing and delivering treatment and care for PWSUD, and the influence of prisoner hierarchies on effectiveness of drug treatment.
The Conference provided a platform for sharing promising practices and addressing the public health challenges facing prisons today.
