The Council of Europe supports the development of the national Romanian language curriculum for migrants and refugees in Moldova

On 24-25 September 2025, a Working Group, consisting of two international and three national experts, started the development of the national Romanian language curriculum and orientation courses for migrants and refugees in the Republic of Moldova.

For consultation purposes, the event brought together representatives from the Ministry of Education and Research, the Ministry of Labour and Social Protection, the General Inspectorate for Migration of the Ministry of Internal Affairs, the National Employment Agency, and the Economic Council to the Prime Minister.

Participants shared their expertise to ensure the development of the curriculum tailored to the needs of migrants and refugees as well as profiles and expectations of institutions in the Republic of Moldova.

The activity aligns with the National Programme on the Staged Integration of Foreigners in the Republic of Moldova for the period 2025-2027. It aims to support migrants and refugees in developing proficiency in the Romanian language, thereby facilitate their access to basic rights and services, such as education, employment, health care in the Republic of Moldova.

The event was organised under the project “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II” that is implemented under the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
