The Head of the Council of Europe Office in Ukraine, Mr Maciej Janczak, and the newly elected Head of the Qualification and Disciplinary Commission of Prosecutors (QDCP), Mr Maksym Radzivon, discussed strengthening the institutional and professional capacity of the QDCP and aligning its operations with Council of Europe standards, including recommendations from monitoring bodies.
Following the bilateral meeting held on 20 February 2025, an expert analysis of the QDCP's disciplinary practices for 2023 was presented. The study examined, inter alia, cases from September 2022 to May 2024, focusing on specific categories of prosecutors and complainants. The study was presented by Council of Europe international consultant Ms Lorena Bachmaier Winter and national consultant Mr Volodymyr Petrakovskyi.
The presentation initiated a constructive discussion among QDCP members and experts on building on the previous commission's experiences, highlighting successful practices, and identifying areas for improvement.
As the new QDCP composition began its work in December, this analysis serves as a valuable tool for enhancing the professional capacity of the prosecutorial disciplinary body. The research materials will aid in effectively implementing best practices and improving the quality of disciplinary procedures in the future.
The expert analysis and presentation were supported within the framework of the project "Fostering Human Rights in the Criminal Justice System in Ukraine", which is part of the Council of Europe Action Plan for Ukraine "Resilience, Recovery, and Reconstruction" for 2023-2026.
