A follow-up technical exchange took place on 3 June 2025 between the Supreme Court of Justice and the Superior Council of Magistracy of the Republic of Moldova and representatives of the Council of Europe bodies, following the study visit to Strasbourg in October 2024. The session was held in a hybrid format, connecting participants in Chișinău and Strasbourg.

The meeting brought together judges and members of the staff of the Supreme Court and members of the Superior Council of Magistracy with representatives from the Registry of the European Court of Human Rights and the Department for the Execution of Judgments. Building on the October 2024 study visit, the exchange aimed to strengthen cooperation with the Department and to allow for the discussion some additional questions submitted to the Registry concerning the effective application of human rights standards.

Discussions focused on systemic shortcomings identified in the judgments of the European Court of Human Rights concerning the Republic of Moldova and on broader challenges related to the effective implementation of these judgments, including the status of cases under the supervision of the Committee of Ministers and the legal and procedural implications of reopening domestic proceedings following the European Court’s judgments.

By facilitating direct dialogue with key Council of Europe institutions, the session supported the judiciary of the Republic of Moldova in aligning more closely with European standards and in enhancing the quality and consistency of domestic judgments.

This exchange was organised in the framework of the Council of Europe Project “Strengthening the Institutional Capacity of the Supreme Court of Justice of the Republic of Moldova”.
