On 14 September 2026, the Faculty of Law of the Ukrainian Catholic University in Lviv hosted a multi-stakeholder dialogue on “Access to Remedy and Responsible Business Conduct in Ukraine’s Recovery.” The event brought together representatives of government institutions, the judiciary, international organisations, academia, civil society, business, employers and local communities.

The dialogue was organised by the Ministry of Economy and Environment of Ukraine, UNDP B+HR, Yaroslav Mudryi National Law University and the Council of Europe, within the project “Advancing Ukraine’s Recovery through Responsible Investment” funded by the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026. It was held in cooperation with an Erasmus+ project on corporate respect for human rights in conflict-affected and high-risk areas.

Participants discussed how to strengthen the access-to-remedy component of Ukraine’s National Action Plan on Responsible Business Conduct. They examined the complementary roles of courts, the Ombudsperson, the OECD National Contact Point, administrative bodies and company-level grievance mechanisms in addressing business-related impacts on human rights, labour rights, the environment and local communities.

A key message was that Ukraine’s recovery must be inclusive and rights-respecting, not focused only on investment and economic efficiency. Participants highlighted the importance of heightened human-rights due diligence, meaningful engagement with affected communities, accessible information and evidence, and effective grievance mechanisms. Strengthening these systems will help protect people, support the rule of law and build public trust in Ukraine’s recovery and responsible investment.
