Within the framework of the Project[1] “Paperless Commercial Courts in Croatia” , the Council of Europe organised a study visit to Strasbourg on 5-7 February 2025, at the premises of the Council of Europe and the European Court of Human Rights.
The study visit served as platform for exchanges on the development of digital tools and technical solutions to assist in improving paperless case files, allowing fully digital case flows pertinent to the scope of commercial courts.
The delegation consisted of 15 participants, namely the Secretary of State, the Special Advisor to the Minister and representatives from the Ministry of Justice, Public Administration and Digital Transformation of the Republic of Croatia, as well as Presidents and Vice Presidents from four pilot Commercial Courts in Zagreb, Dubrovnik, Split and Varaždin.

During the three days of the study visit, the participants followed presentations on digitalisation and the use of AI tools by representatives of the European Court of Human Rights, the Committee on Artificial Intelligence, the European Commission for the Efficiency of Justice and the Directorate of Information Technologies etc. By engaging in dialogue with the beneficiaries, the Project supports digital transformation in Croatian judiciary, targeting length of proceedings and backlogs, in line with European standards, the European Convention on Human Rights and the case-law of the European Court of Human Rights.
