Council of Europe strengthens the application of asylum and migration protection standards among Moldovan professionals

22 judges, prosecutors, the representatives from the General Inspectorate for Migration and the People’s Advocate Office enhanced their knowledge of international and European standards for the protection of migrants, asylum seekers and beneficiaries of temporary protection during a seminar held in Chișinău on 9 June 2026.

The seminar provided an overview of the relevant case law of the European Court of Human Rights and recent developments in European migration and asylum policy, including the EU Pact on Migration and Asylum and the Temporary Protection Directive. Participants explored key international and European protection standards, focusing on the rights of migrants, asylum seekers and beneficiaries of temporary protection and the corresponding obligations of state authorities. They also discussed good practices for ensuring procedural safeguards and strengthening the protection of persons in vulnerable situations.

Opening the seminar, Ms Könül Gasimova, Head of Unit, Human Rights and Justice Co-operation Department, welcomed the Republic of Moldova’s efforts to strengthen its asylum and migration framework and stressed the importance of further advancing this process in line with European standards. “It is essential that reforms in the field of migration and asylum continue to uphold fundamental rights, the rule of law, and the respect of human dignity. The protection of migrants, asylum seekers, and beneficiaries of temporary protection is a matter of access to justice, procedural fairness, and the effective protection of fundamental rights. This makes the active engagement of professionals working in justice and migration crucial,” she said.

In her turn, Ms Ramona Strugariu, Director of the National Institute of Justice of the Republic of Moldova, underlined that the uniform and predictable application of asylum and migration standards depends on the level of training of legal professionals, particularly at a time when the Republic of Moldova is aligning its regulatory framework and institutional practices with European Union standards.

 

The event was organised under the project “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II”, funded and implemented under the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
