The Constitutional Court of Kosovo* made another significant step in developing its future course of action. A two-day strategic planning workshop supported by our project fostered productive discussions and exchanges, laying the groundwork for a new strategic vision of the court for upcoming 3 years (2026-2028).
More than 20 professionals from all court’s units including judges, legal advisors, and representatives of communication and administrative departments actively contributed to shaping a new strategic framework, building on results and lessons learned from implementation of the current strategy, covering the period 2021-2025. Through expert-led discussions and engaging group work exercises, participants collaboratively refined strategic and specific objectives in the core areas important for effective functioning of the court. The strategic focus remains on improving the quality of decisions and efficiency of the decision-making process, developing institutional capacity and managing the court's resources, and enhancing communication with the public and strengthening external relations.
The workshop also yielded a detailed outline of major activities and indicators for related outputs. Proposed initiatives are designed to ensure consistency in the court's caselaw, foster its alignment with international judicial practice, advance professional legal research mechanisms, and upgrade the case management system. Furthermore, efforts will focus on developing institutional capacity through staff training and international exchanges, ensuring efficient financial management, and upgrading technological infrastructure. The court also aims to further enhance transparency and media communication, increase collaboration with ordinary courts, and expand international cooperation.
The workshop concluded with a draft activity plan, covering all specific objectives of the new strategy. This plan will undergo further refinement through bilateral communication between the expert and working group members over the summer. The finalization of the strategic document, implementation plan, monitoring and evaluation framework, and budget impact assessment is slated for a plenary workshop scheduled in mid-September.
