The Council of Europe Committee on Counter-Terrorism (CDCT) held its 15th meeting in Strasbourg on 19–21 November 2025, during which it finalised several core activities under the Council of Europe Counter-Terrorism Strategy 2023–2027. Specifically, the CDCT approved the “Report on factors driving violent extremism leading to terrorism”, prepared by a research team of the University College London. The report, synthesizing over hundred empirical studies in the area, confirms the multifaceted nature of radicalisation pathways and underscored the need for multidisciplinary risk assessments at different stages of intervention.
In addition, the CDCT also approved the draft Recommendation on combating the promotion of terrorism and radicalisation on the internet, including through social media and the draft Guidelines on support services and other measures for victims of terrorism. The two documents aim at assisting member States with strengthening their response to online radicalization to terrorism and violent extremism and support to victims of terrorism by providing practical guidance on cross-sectoral approaches in the two areas.
Lastly, the CDCT approved initiation of four new activities with a view to timely completion of the Counter-Terrorism Strategy 2023–2027, elected the new Chair and the Vice-Chair, as well as three new members of the Bureau.
The next Plenary meeting will take place in May 2026.
