Ukraine continued developing legislative and policy responses to Strategic Lawsuits Against Public Participation (SLAPPs) in line with European and Council of Europe standards. During 2025, the Coordinating Committee examined implementation of the EU Anti-SLAPP Directive, while a dedicated working group under the Verkhovna Rada Committee on Freedom of Speech prepared draft legislation on the protection of public participation from manifestly unfounded or abusive court proceedings and related amendments to procedural legislation.
The reform process was supported through expert discussions, international exchanges with counterparts from Poland and Montenegro, Council of Europe expertise and policy recommendations prepared by Ukrainian research institutions and civil society organisations. Draft legislation is expected to be submitted following expert review and public consultations.
