CALL FOR TENDERS – Provision of international consultancy services for building societal resilience to disinformation

The Council of Europe Division for Cooperation on Freedom of Expression has launched a call for provision of consultancy services for tackling disinformation, with a focus on one or more of the following areas: freedom of expression and the media, culture, education, and youth.

The aim of this tender is to create a pool of consultants to support the implementation of the Division’s projects, including the project RESIST, with expertise in:

  • Preparation of legal opinions and/or policy advice related to tackling disinformation. (Lot 1)
  • Preparation and delivery of capacity building related to tackling disinformation. (Lot 2)
  • Conducting research related to tackling disinformation. (Lot 3)

The selected providers will contribute to the implementation of the Division for Cooperation of Freedom of Expression’s activities under a Framework Contract valid until 31 December 2030.

The deadline for submission of applications is 3 March 2026, 16:00 Strasbourg time.

Tenders must be submitted exclusively through the Council of Europe e-procurement platform. Submissions by e-mail or post will be rejected.

All questions regarding this call for tenders must be submitted in English via the e-procurement platform by 24 February 2026, 16:00 Strasbourg time. Questions sent by e-mail or post will not be processed. Answers will be published on the platform.
