Accessibility and Media Regulation Discussed at the EPRA Meeting


As the digital media landscape continues to transform the way audiences access and consume audiovisual content across Europe, representatives from media regulatory authorities, international organisations, experts, and industry representatives gathered to exchange experiences and explore practical solutions for fostering an inclusive media environment and adapting regulatory frameworks to emerging technological developments.


At the recent European Platform of Regulatory Authorities meeting held in Tirana, accessibility in audiovisual media services emerged as a central theme throughout the discussions. Representatives of national regulatory authorities shared experiences and approaches regarding the implementation of accessibility obligations under European legislation, including measures related to subtitling, audio description, sign language interpretation and quality standards. Discussions also explored the growing role of artificial intelligence and assistive technologies in improving access to audiovisual content.
Another key focus of the meeting was on the classification of audiovisual services in an increasingly hybrid and fast-changing media market. Participants examined evolving legal frameworks, licensing models, and notification systems applicable to emerging digital services and online platforms. Particular attention was paid to the regulatory challenges posed by new forms of media services and the development of flexible, risk-based regulatory approaches.
The new EPRA website was presented, designed to strengthen peer-learning and exchanges among regulators, and to inform about relevant developments such as  recent reports prepared by the European Audiovisual Observatory and updates related to the MAVISE database.
The recent Council of Europe standards on media freedom and freedom of expression were introduced, with particular emphasis on Recommendation CM/Rec(2026)4 of the Committee of Ministers to member States on online safety and the empowerment of users and content creators. The ongoing co-operation projects, activities and training programmes addressed to media regulatory authorities across Europe and beyond were also presented.
Through interactive discussions, peer-learning and exchanges of good practice, EPRA members were encouraged to address emerging challenges ensuring that evolving media ecosystems uphold both inclusiveness and freedom of expression.
