Serbia: Roundtable on the execution of judgments concerning police ill-treatment

On 1 October, the Department for the Execution of Judgments participated in a roundtable held in Belgrade on the execution of judgments of the European Court of Human Rights concerning ill-treatment by police officers during arrests or questioning and ineffective investigations into allegations of such ill-treatment (Stanimirović and Others group).

The event brought together around 40 participants, including prosecutors from Basic, Higher and Supreme Public Prosecutor’s Offices, the representative of Serbia on the Committee for the Prevention of Torture, the Head of Department for the Control of Police Work and President of the Commission for the Implementation of the Standard of Police Conduct in the Area of Torture Prevention, representatives of the National Preventive Mechanism, academia and Judicial Academy, as well as the Agent of the Republic of Serbia before the European Court of Human Rights.

At the roundtable the Department provided an overview of the system for the supervision of the execution of the European Court’s judgments, with a focus on cases concerning torture and ill-treatment. The discussions mainly focussed on the challenges and progress in implementation of the general measures in the Stanimirović group, which were most recently examined by the Committee of Ministers at its March 2026 Human Rights Meeting.

This activity was conducted under the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”, and its actions “Strengthening human rights protection in Serbia” and “Enhancing the human rights protection for detained and sentenced persons in Serbia”.
