Strengthening knowledge and skills of electoral officials on administrative procedures

A workshop on administrative procedures and electoral disputes was held in Chișinău on 15 October 2026, bringing together 25 representatives of the Central Electoral Commission of the Republic of Moldova (CEC) and the Centre for Continuous Electoral Training (CICDE). The event aimed to strengthen the capacity of CEC members and staff – particularly those from the Legal Division and the Division on Oversight and Control of Financing of Political Parties and Electoral Campaigns - to handle administrative cases and conduct financial checks during and between election periods, in accordance with the Electoral Code and the Administrative Code.

Participants examined how the Administrative Code and the Electoral Code apply respectively to the work of electoral bodies and various forms of administrative action provided for under electoral law. They also explored the stages of administrative procedures, from establishing the facts and gathering evidence to preparing individual and normative administrative acts.

Further discussions focused on the legality and validity of CEC administrative acts, the scope of judicial review, and the exercise of discretion and proportional intervention. The programme also included practical exercises on administrative procedures and qualifications required for findings arising from financial checks conducted by CEC officials acting as investigating officers.

The event was held as part of the project ”Improving Electoral Practice in the Republic of Moldova (IEPRM) 2025-2028”, under the Council of Europe Action Plan for the Republic of Moldova 2025–2028, and in partnership with the CEC and CICDE.
