The programme, implemented by the Academy of Political Studies in close co-operation with the Central Election Commission and the Ministry of Education and Sports, aims to promote civic engagement, raise awareness about the electoral process, and prepare first-time voters to participate actively and knowledgeably in the upcoming elections.
Building on previous successful initiatives of the Council of Europe, the programme targets the traditionally low voter turnout among young people in Albania. In alignment with the public awareness strategy of the Central Election Commission, the initiative seeks not only to educate first-time voters but also to encourage broader community engagement by influencing peers and family members.
Launched on 10 April, the programme mobilized experienced coordinators from 13 regional education directorates and over 365 trained teachers. These educators delivered lessons in their respective schools using materials grounded in Council of Europe best practices for citizenship education and democratic participation. Students engaged in practical simulations of the electoral process, helping them develop a deeper understanding of election procedures and democratic values.
The initiative also underscored the importance of integrating electoral education into both formal and non-formal pre-university education curricula. As part of a long-term vision, the SEI project, together with the Central Election Commission and the Ministry of Education and Sports, will continue to support the institutionalisation of civic and electoral education in Albania’s school system.
By equipping the next generation with essential democratic competencies, the programme represents a significant step toward strengthening electoral integrity and fostering an informed, active citizenry in Albania.
