Rapid advances in biomedicine and health technologies offer unprecedented opportunities for increasingly personalised and effective care. However, these innovations also bring new ethical, legal, and societal questions, especially at a time when inequities and the spread of mis- and dis-information persist, and as the COVID-19 pandemic exposed systemic vulnerabilities in our health systems. In the face of these challenges, ethics and human rights must play a strategic role in preserving trust, equity, and democratic values.

The CDBIO Strategic Plan for Human Rights in Biomedicine and Health (2026-2030), grounded in the Oviedo Convention, aims to ensure that human rights, dignity, equity, and democracy remain at the core of biomedicine and health systems.

 Strategic Action Plan (2020-2025)

Designed to protect human dignity, human rights and individual freedoms with regard to the applications of biology and medicine, this strategic action plan on human rights and technologies in biomedicine (2020-2025) places particular emphasis on responding to the main challenges raised by technological developments and the evolution of biomedical practices.

This action plan is based on the Council of Europe Convention on Human Rights and Biomedicine (Oviedo Convention), which since 1997 has been the only legally binding instrument dedicated to human rights in biomedicine.
