Bilateral and regional cooperation
From the mid-1990's onwards, in the framework of the Secretary General "New Initiative", the Enhanced Graz process and the Stability Pact for South Eastern Europe, several programmes of a regional nature were devoted to the Russian Federation, the countries of the Caucasus, Black Sea countries and South-Eastern Europe, and undertaken in cooperation with various partners.
Based on comparable principles involving the preparation of new textbooks, the modernisation of teaching content and curricula and teacher training, they are each geared to the specific features of the regions concerned.

The Russian Federation has been involved in co-operation programmes with the Council of Europe on history teaching since 1996 at all levels :
During a period of 12 years about 50 activities were organised in Russia covering almost all regions of this vast country, from Arkhangelsk in the North, through Central Russia and the North Caucasus, further on through the Urals and Siberia, up to Khabarovsk and Vladivostok in the Far East. These activities were aimed at discussing key questions covering three main areas: preparation of new programmes and standards; elaboration of new textbooks and teaching materials and development of in-service teacher training system.
The last two years were dedicated to the discussions on how to teach about cultural diversity in a multicultural society by integrating mechanisms of intercultural dialogue in history teaching.
where a more recent programme builds on the experience previously gained in conflict and post-conflict situations and brings together educators from all Cypriot communities.
Current regional cooperation
In the 1990's, many countries expressed their interest in regional co-operation at almost the same time. Two long term regional projects were launched, which serve as basis for later programme of cooperation.
At the same time, a substantial number of activities around various aspects of the reform of history teaching were organised in South-Eastern Europe. In Bosnia and Herzegovina, in particular, cooperation in the field of secondary schools teaching, curricula development and teacher training was particularly fruitful and has led to an agreement on common orientation for the elaboration of “Guidelines for writing and evaluation of history textbooks for primary and secondary schools in Bosnia and Herzegovina” (April 2005) signed by all authorities.
In 2006, 2007 and 2008, a series of training seminars for textbook authors, teachertrainers and history teachers were organised. As a result 29 new history textbooks were published as well as a manual for history teachers.
