Ad hoc committee of experts on legal, operational and technical standards for e-voting (CAHVE)

Bullying in schools


Council of Europe’s Recommendation Rec(2004)11 on legal, operational and technical standards for e-voting remains the only international source of reference on the subject. The Recommendation is used in national jurisprudence both in Council of Europe member and non-member States, as well as by other relevant international actors. Since 1 January 2015, the Ad hoc committee of experts on legal, operational and technical standards for e-voting (CAHVE) is responsible to update the Recommendation given newer technological and societal developments over time. It is a forum where senior officials from member States’ election management bodies meet to discuss technical and legal development on e-enabled elections in the Council of Europe member States. Electoral Development Schools aimed at increasing civic participation, raising voters’ awareness and promoting electoral issues among the public and especially among youth, vulnerable groups and ethnic minorities in Georgia. This is a pilot project implemented throughout 2015 by the Central Election Commission of Georgia and its Training Centre, in cooperation with the Georgian Young Lawyers Association and with the financial support of the Council of Europe.
