Kyrgyzstan – parliamentary elections – legal assistance to the PACE election observation mission

A delegation of the Venice Commission, composed of Mr Srdjan Darmanović, Vice-President of the Council for Democratic Elections and member of the Venice Commission in respect of Montenegro, Mr Pierre Garrone, Secretary of the Council for Democratic Elections, and Mr Khagani Guliyev from the Secretariat of the Venice Commission, provided legal assistance to the Parliamentary Assembly of the Council of Europe’s election observation delegation during the parliamentary elections in Kyrgyzstan on 30 November 2025.

The delegation participated in briefings before and after the elections, and observed the opening of the polling stations, as well as voting and counting processes.

The participation of the Venice Commission delegation was organised in the framework of the joint European Union - Council of Europe programme “Support to targeted key actors and processes – Regional Human Rights instruments and mechanisms in countries of Latin America, Central Asia and Mongolia”, financed by the European Union and implemented by the Council of Europe.
