Building on work launched in 2025, the Committee of Experts for Roma and Traveller Issues (ADI-ROM) drafting group held its final meeting on 8 and 9 September 2026 to complete the drafting of the Recommendation on desegregation and inclusion policies and practices in the education of Roma and Traveller children, together with its Explanatory Memorandum.
Working under the authority of the Committee of Ministers and as a subordinate body to the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI), the Committee of Experts on Roma and Traveller Issues (ADI-ROM) has been tasked with preparing a draft Recommendation on desegregation and inclusion policies and practices in the education of Roma and Traveller children by 31 December 2026.
The meeting brought together ADI-ROM members from France, Greece, Hungary, Slovakia and Switzerland, alongside representatives of Roma and Traveller civil society organisations.
The draft Recommendation and its Explanatory Memorandum reflect a shared commitment to addressing educational challenges affecting Roma and Traveller children across Europe. They also contribute to advancing the Council of Europe’s standards and objectives in the field of equality, non-discrimination and inclusive education, including the priorities set out in the Council of Europe Strategy for Roma and Traveller inclusion (2026-2030).
The texts will be examined at the 14th ADI-ROM meeting in October 2026 and subsequently at the 14th CDADI meeting in December 2026.
