The Council of Europe Project “Rights of Veterans and Personnel of Armed Forces in Ukraine”, implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026, announces the acceptance of applications under the tender procedure for the provision of graphic design and layout services for the Project brochure. The brochure will present the Project’s key activities, results and achievements throughout its implementation period.

- Expected starting date of execution ► 15 October 2026
Tenders shall be submitted by email only (with attachments) to [email protected] with the following reference in the subject: Tender – Design and layout of Project brochure.
Tenders addressed to another email address will be rejected.
All questions shall be submitted in English, at least 5 (five) working days before the deadline for submission of tenders and shall be exclusively addressed to [email protected] with the following reference in the subject: Questions – Design and layout of Project brochure.
Documents to be provided:
- One completed and signed copy of the Act of Engagement, including the Provider’s contact and bank details and the proposed fees in the Table of Fees; the Act of Engagement must be completed, signed and scanned in its entirety;
- A list of all owners and executive officers, for legal persons only;
- When relevant, a document disclosing the provider’s personal interests that are relevant to this procedure;
- A CV of the designer(s) proposed for the assignment, demonstrating relevant professional experience and expertise;
- A portfolio with at least three samples of previous work relevant to the subject of the tender, preferably including brochures, reports, publications or similar materials involving graphic design and layout;
- Two samples of previously designed brochures developed for international organisations, institutions, projects or programmes;
- One sample page demonstrating the proposed visual approach to the Project brochure, based on the materials provided as part of the tender documentation and the Council of Europe Visual Identity Manual;
- One concept note briefly describing the proposed visual concept and design approach for the Project brochure, including the overall style, structure and presentation of content.
All documents shall be submitted in English. Failure to do so will result in the exclusion of the tender. If any of the required documents are missing, the Council of Europe reserves the right to reject the tender.
Documents may also be submitted via file-sharing services such as WeTransfer, Dropbox or OneDrive. In such cases, the link must remain active for at least 30 days after the deadline for submission of bids.
