The Council of Europe is currently implementing the joint European Union-Council of Europe project 23MT01 “Attorney General and State Advocate in Malta - Implementation of Action Plan on Offices Re-organisation”. The project aims to contribute to Malta’s efforts to implement justice reforms, support the operational independency of the Office of the Attorney General (OAG) and the Office of the State Advocate (OSA), strengthen the capacities and effectiveness of their operations. It is implemented in cooperation with the Ministry for Justice and Reform of the Construction Sector, the Office of the State Advocate, the Office of the Attorney General, the European Commission’s Directorate General for Structural Reform Support (DG REFORM), between 31 October 2023 – 31 October 2025.
In that context, the Council of Europe is looking for providers for local consultancy services to be requested by the Council on an as needed basis, for the lots below:
Lot 1: Provision of expert advice and support in the development and implementation of internal policies, strategies, Action Plans and processes related to the reorganisation of the Office of the Attorney General and the Office of the State Advocate of Malta.
Lot 2: Consultation, coaching and training sessions for the staff of the Office of the State Advocate on change management.
