The European Union’s counter-terrorism framework represents an important point of reference for the Council of Europe’s work in addressing terrorism and violent extremism. While acknowledging the EU’s key role in developing common standards, policies, and operational tools in this field, the Council of Europe builds on these efforts by providing added value rooted in its core mandate of promoting democracy, human rights, and the rule of law. In this respect, the Council of Europe ensures that counter-terrorism measures respect fundamental rights and are consistent with Europe’s broader human rights framework. This approach reinforces coherence and cooperation between the two organisations while contributing a distinct perspective focused on safeguarding democratic values in the fight against terrorism.
