The Council of Europe Committee on Counter-Terrorism (CDCT) held its 16th plenary meeting in Strasbourg on 27-28 May 2026, marked with several key developments.

The CDCT welcomed and held an exchange of views with Ms Natalia GHERMAN, Assistant Secretary-General (ASG) and Executive Director of the Counter-Terrorism Committee Executive Directorate of the United Nations (CTED). Discussions focused on the current terrorist landscape, challenges faced by member states in this respect, and possible avenues of support that could be jointly provided to national authorities. Mr Gherman expressed CTED’s readiness to continue working with the CDCT and all partners guided by a shared commitment to international peace and security and a world free from terrorism.

During the meeting the CDCT also approved the text of the draft Recommendation on prosecuting terrorist offences, serious violations of international humanitarian law and other core international crimes in the context of a non-international armed conflict and discussed several new initiatives.

Most notably, the CDCT decided to initiate the preparation of the new Council of Europe Counter-Terrorism Strategy (2028 – 2032), and considered next steps in preparation of the draft Recommendation on non-criminal law measures that may be applied against violent extremist groups and networks whose activities are conducive to terrorism, Model Strategy on the whole-of-society approach to disengagement and social reintegration, and analysis of use of AI-generated material for the purposes of criminal prosecutions for terrorist offences, among others.

The next Plenary meeting will take place in November 2026.
