In the report the CPT had made recommendations on treatment and conditions of detention of persons in police custody and penitentiary establishments, also the treatment, conditions and legal safeguards offered to psychiatric patients, residents of social care institutions, as well as immigration detainees.

The response has been made public under an automatic publication procedure introduced by the Bulgarian authorities in 2015. According to this procedure, all documents related to CPT visits shall be published automatically, unless the Bulgarian authorities submit within one month a request to postpone (for a period of up to six months) the publication of the document concerned.
