On 28 and 29 April 2026, Seine-Saint-Denis welcomed a delegation from the Council of Europe’s Intercultural Cities programme for an expert visit focused on intercultural inclusion and social cohesion. The visit serves as a basis for assessing the intercultural inclusion policies of the department of Saint Denis against the Intercultural Cities Index, which is a tool to elaborate concrete measures to further strengthen the action of the department in this field. Over two days, the delegation had the opportunity to visit different parts of the département and engage with a variety of unique local initiatives promoting the values of diversity and equality.

Highlights included immersive visits to cultural institutions and associations in Aubervilliers, and activities focusing on languages and community building. The delegation also learned about programs supporting children, families, and maternal health, reflecting the district’s holistic approach.

The second day featured visits to a social enterprise supporting autonomy and inclusion in Pantin, as well as exchanges with associations representing diverse communities. The programme concluded with fruitful discussions on strengthening intercultural strategies across Seine-Saint-Denis with staff working in various parts of the administration.

The visit underscored the department’s commitment to building inclusive spaces and supporting intercultural dialogue: a strong example within the Intercultural Cities Programme. The ICC Programme looks forward to continued cooperation with the department of Seine Saint Denis.
