Plenary session of the Venice Commission

The Venice Commission plenary session will include several opinions, in particular on Albania, Malta and Hungary.

Concerning the adoption of a draft opinion on the draft constitutional amendments of Albania enabling the vetting of politicians, the Albanian Parliament’s Deputy Speaker Vasilika Hysi and Oerd Bylykbashi, on behalf of the opposition, will hold an exchange of views with the Commission.

An exchange of views also will be held with Owen Bonnici, Minister for Justice, Culture and Local Government of Malta, ahead of the expected adoption of a draft opinion on the Constitutional arrangements and separation of powers and the independence of the judiciary and law enforcement bodies of Malta.

The Commission should also adopt a draft joint opinion by the Venice Commission and the OSCE/ODIHR on the Hungarian Law of 20 July 2018 amending certain tax laws and other related laws and on the immigration tax; Mr Balázs Orbán, Hungarian State Secretary, Prime Minister’s Office, is scheduled to intervene on behalf of the Hungarian government.
