International Conference on Patients’ Rights

The Council of Europe Convention on Human Rights and Biomedicine (Oviedo Convention) remains the only legally binding international instrument on human rights in biomedicine and healthcare. As Armenia proceeds toward the full implementation of the principles of the Oviedo Convention within its domestic framework, it becomes critical to build a national and regional platform for dialogue, experience-sharing, and capacity-building.

The Council of Europe is putting the protection of human rights in the field of healthcare at the core of its mandate. The protection of patients’ rights has emerged as a central pillar of modern health systems and democratic governance. This international conference on the Patients’ Rights will reaffirm the commitment of both the Council of Europe and Armenia to ensuring that no one is left behind, emphasizing solidarity, equality, and dignity.

This conference will serve as the international gathering in Armenia dedicated exclusively to patients’ rights, bringing together policymakers, legal experts, experts of the biomedical field, patient organisations, healthcare professionals, and international organisations. It will also support the Reform Agenda of the Government of Armenia by raising awareness on and strengthening public understanding of patients’ rights thus promoting these rights for the benefit of Armenian population.

Hovhannes HOVHANNISYAN

Hovhannes Hovhannisyan, MD, PhD is a dermatologist and academic clinician with extensive experience in healthcare governance and quality management.

He serves as Director of the National Center of Burns and Dermatology and as Chief Dermatovenerologist of the Ministry of Health of the Republic of Armenia. His professional activities focus on the development and implementation of national clinical guidelines, quality assurance systems, and evidence-based, patient-centered models of care. Dr. Hovhannisyan has been actively involved in health system reforms, professional education, and international cooperation in the fields of dermatology, public health, and medical ethics.

His work emphasizes patient rights, informed consent, and shared decision-making as essential components of high-quality healthcare.
