 Objective

This event provided an opportunity to explore how human rights standards, principles and monitoring mechanisms can support the objectives of the One Health approach, while ensuring the protection of human dignity, equity and participation. By analysing existing legal and policy tools, as well as relevant case law, the event highlighted ways in which a human rights-based framework can strengthen integrated and sustainable responses to complex health and environmental challenges.

Rafael BENITEZ

Rafael A. Benitez est né le 23 janvier 1969 à Las Palmas de Grande Canarie en Espagne. Il a un Master en Droit Européen (LLM) du Collège d’Europe (Bruges) et des licences en Droit et Finance de l’ICADE - Université de Comillas (Madrid). Il a également étudié les sciences politiques à l’UNED (Madrid). Il a étudié en Espagne, en Belgique et aux Etats-Unis.

Rafael A. Benitez est actuellement Directeur des droits sociaux, de la santé et de l’environnement au sein de la Direction générale des droits humains et de l’État de droit du Conseil de l’Europe.

Il travaille au Conseil de l’Europe depuis 1994, où il a occupé auparavant d’autres fonctions telles que Directeur du Congrès des pouvoirs locaux et régionaux, Directeur des Programmes et des Finances, Chef du Protocole, Chef du Service des Programmes, Chef de la Division du Droit Public, Chef de la Division Anti-Terrorisme et Chef de la Division du Droit International.

Il a beaucoup travaillé dans le domaine juridique, notamment dans les secteurs du droit et de la justice administrative, de la justice pénale internationale et du droit pénal, en particulier la corruption et le terrorisme, ainsi que du droit international public.  

Il a écrit dans ces domaines et est intervenu lors de nombreuses conférences internationales sur ces sujets.

Il était conférencier extérieur à l’Institut des Relations Internationales (ITI-RI), ainsi qu’à l’Institut International des Droits de l’Homme (IIDH) à Strasbourg et membre de la Commission d’Admission auprès de l’Ecole Française Nationale d’Administration (ENA).

Avant de rejoindre le Conseil de l’Europe, il travaillait dans le secteur privé, dans un cabinet d’avocats et également dans une association professionnelle d’entreprises.

Il parle l’espagnol, l’anglais, le français et l’italien.
