The Council of Europe contributes to enhancing transparency in the audiovisual media sector through digitalising the reporting process for media service providers

With the support of the Council of Europe, a new digital reporting module has been developed and integrated into the existing web site of the Audiovisual Council of the Republic of Moldova to enhance the efficiency and accuracy of data collection and management related to the activities of audiovisual service providers and distributors. This module streamlines the submission, validation and management of mandatory annual activity reports, simplifying compliance for audiovisual service providers and distributors.

The key features of the new reporting module are:

  • Efficient reporting process, allowing providers and distributors to submit annual activity reports directly via a secure online interface, using the government’s MSign service;
  • Data accuracy and security, automating data entry for existing records by integrating with the Council’s databases and ensuring data protection;
  • Providing to the Audiovisual Council’s administrators with a comprehensive management panel to review, manage, and generate reports based on submitted data.

This modernization effort comes to support the measures outlined in the Plan of measures to limit the excessive influence of private interests on economic, political and public life (De-oligarchization Plan of the Republic of Moldova, approved by the National Commission for European Integration on May 26, 2023).

By establishing and implementing a digitalised procedure for verifying the beneficial owner of media outlets, the efforts to effectively counteract the excessive concentration of media sources in the hands of a single owner will be significantly enhanced.


The development of the electronic reporting module for media providers was carried out with the support of the Council of Europe, within the framework of the project “Advancing media freedom in the Republic of Moldova.”, as part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
