Second European Anti-SLAPP Conference

The second European Anti-SLAPP Conference is taking place in Strasbourg, at the Palais de l’Europe. It is co-organised by the Council of Europe, the Coalition Against SLAPPs in Europe (CASE) and the European Centre for Press and Media Freedom (ECPMF).

The event gathers participants from diverse sectors to examine early steps in implementing the Council of Europe Recommendation of the Committee of Ministers to the member States on Countering the Use of SLAPPs, as well as standards adopted at the EU level.

Strategic Lawsuits against Public Participation (SLAPPs) are legal actions that are threatened, initiated or pursued as a means of harassing or intimidating their target, and which seek to prevent, inhibit, restrict or penalise free expression on matters of public interest. Having a chilling effect on freedom of expression and public participation, member States have agreed on the urgency of devising comprehensive and effective strategies to counter SLAPPs that further strengthen existing legislative and policy frameworks and practices.

The Conference aims to foster awareness and exchange on initial national efforts to implement the recently adopted standards, raise awareness on relevant legal instruments, highlight the key role of civil society organisations in preventing and countering SLAPPs. Additionally, participants will explore avenues for strengthening capacity building and training programmes, underscore the importance of transparency, and examine strategies to provide effective support to SLAPPs’ targets and victims.
