4th meeting of the Committee of Experts on the Implications of Generative Artificial Intelligence for Freedom of Expression (MSI-AI)

On 15-16 October 2025, the Committee of Experts on the Implications of Generative Artificial Intelligence for Freedom of Expression (MSI-AI) held its fourth and last meeting in the premises of the Council of Europe, in Strasbourg.

The Chair of the Committee, Andrin EICHIN (Switzerland), opened the meeting. In his opening remarks, he praised the effort of the MSI-AI members and notably of the drafting co-rapporteurs, Iva NENADIC, Murielle POPA-FABRE and Patricia SHAW, and informed about the outcome of the public consultation phase, held in July and August. Artemiza-Tatiana CHISCA, Head of Freedom of Expression and CDMSI, Secretary to the Steering Committee on Media and Information Society (CDMSI), Council of Europe, also welcomed participants, praised their engagement and informed about relevant ongoing and future work of the Steering Committee.

The experts and participants held a thorough discussion and finalised the draft Guidance Note on the Implications of Generative AI on Freedom of Expression that they were mandated to deliver. The Expert Committee agreed on the amendments to the draft and instructed the MSI-AI Secretariat to send the revised document to the CDMSI for discussion and possible adoption at its next Plenary meeting, which will be held on 3-5 December 2025.
