Terug Council of Europe anti-torture Committee (CPT) carries out a visit to Sweden

A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Sweden from 28 September to 9 October 2026. It was the Committee's seventh periodic visit to the country.

The main objective of the visit was to review the measures taken by the Swedish authorities in response to the recommendations made by the Committee following previous visits. In this regard, particular attention was paid to the treatment and conditions of detention of persons in prisons and police establishments, and in institutions for young persons.

During the visit, the delegation held consultations with the senior officials from the Ministries of Justice, Health and Social Affairs, the Prison and Probation Service, the Swedish Police Authority, the National Board of Institutional Care, and the Health and Social Care Inspectorate.

The delegation also met with representatives of the Ombudsman for Children, the OPCAT Unit (National Preventive Mechanism) of the Parliamentary Ombudsmen Office, and with representatives of non-governmental organisations.

The visit was carried out by the following members of the CPT:

They were supported by Borys Wódz (Head of Division) and Dalia Žukauskienė of the CPT Secretariat, and were assisted by Heidi Hales, Consultant Psychiatrist in Adolescent Forensic Psychiatry and Forensic Psychiatry Researcher, United Kingdom (expert).
