The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) held its 119th plenary meeting from 9 to 13 March 2026.
The CPT adopts visit reports on Azerbaijan, France, the Netherlands, Italy, and the United Kingdom and welcomed six new members

During the meeting, the CPT examined and adopted the reports on its periodic visit to Azerbaijan (September-October 2025) and its ad hoc visits to France (October 2025), Italy (September 2025), the Netherlands (October 2025), and the United Kingdom (December 2025). These reports will now be communicated to the national authorities.

The Committee also examined draft new standards on immigration detention and on social care institutions. Both standards should be adopted at the July 2026 plenary meeting.

In addition, the CPT heard oral reports on visits conducted since its November 2025 plenary meeting (to Albania, Bulgaria, Germany, Kosovo* and Montenegro), as well as the outcomes of high-level talks recently held in Ireland (November 2025) and in France (March 2026). Plans for future visits and high-level talks were also addressed.

Additionally, Committee members participated in a use of force training session facilitated by the HM Prison and Probation Service (England and Wales).

The programme of periodic visits for 2027 was also adopted and will be published in due course.

The CPT welcomed six new members, Muhammed Emin Boylu, in respect of Türkiye, Marrit de Vries, in respect of the Netherlands, Ronald Gramigna, in respect of Switzerland, Klavs Duus Kinnerup Hede, in respect of Denmark, Helen Konzett, in respect of Liechtenstein, and Gaëlle Taillé, in respect of France.
