Takaisin Council of Europe anti-torture Committee (CPT) publishes the response of the Luxembourg authorities to the report on the 2023 visit

The Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) published today the response of the Luxembourg authorities to the CPT report on its periodic visit to Luxembourg carried out from 27 March to 4 April 2023. The CPT report was published on 7 September 2023.

The main objective of the visit was to examine the treatment of persons deprived of liberty by the police and of persons detained in the two closed prisons, as well as the situation of patients in several closed psychiatric units in two hospitals. Particular attention was paid to the situation of children deprived of liberty at the Security Unit (Unisec) of the State Socio-educational Centre and in the Luxembourg Prison (CPL).

In their response, the Luxembourg authorities provide information on the measures taken and envisaged to implement the recommendations made by the Committee in the report. In particular, reference is made to the draft law reforming the youth protection system which is currently being elaborated and to the construction of a future prison for juveniles.

The response was made public under the automatic publication procedure adopted by the Luxembourg authorities.
