Council of Europe anti-torture Committee announces periodic visits to ten countries in 2021

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has announced today its 2021 programme of periodic visits.

Council of Europe anti-torture Committee announces periodic visits to ten countries in 2021

The Committee intends to examine the treatment of persons deprived of their liberty in the following countries:

  • Austria
  • Bulgaria
  • Latvia
  • Lithuania
  • Russian Federation
  • Serbia*
  • Sweden*
  • Switzerland
  • Turkey
  • United Kingdom.

Persons and organisations in possession of relevant information concerning the situation of persons deprived of their liberty in any of these countries are invited to bring it to the attention of the Committee.

In 2021, the CPT will also continue to organise ad hoc visits to various countries, and, depending on the circumstances, it may decide to postpone one or more periodic visits to 2022.

The CPT organises visits to places of deprivation of liberty in all 47 Council of Europe member states in order to assess how detained persons are treated. Places visited include prisons, juvenile detention centres, police stations, immigration detention centres, psychiatric hospitals, social care homes, etc.

CPT delegations have unlimited access to places of deprivation of liberty and the right to interview detained persons in private. The relevant authorities are obliged to provide any information which is necessary for the Committee to carry out its task. After each visit, the CPT transmits a confidential report containing its findings and recommendations to the state concerned. The CPT’s report and the related government response constitute the basis for a subsequent confidential dialogue between the Committee and the national authorities in order to improve the situation of persons deprived of their liberty. Visit reports and government responses are published only at the request of the authorities (on a case-by-case basis or through a so-called "automatic publication procedure").
