Owing to the privileges and immunities it enjoys in the area of procurement, the Council of Europe has its own contractual documents which, for simplicity's sake, are based on European public tenders.

The documents used by the Council of Europe depend on the strategic importance of the tenders to be awarded (eg: is the tender divided into several packages?  are specific clauses – deadlines or penalties - necessary?) and/or their financial scale (eg: value of the tender).

This page regards only contractual documents used in calls for tenders published through e-procurement.

The main contractual documents:

  • The Tender: it includes all the information and documents provided by the Council of Europe in the published call for tenders, as well as supplier’s offer;
  • Contract: document summarising key information of the Tender, signed by the Council of Europe and by the awarded supplier;
  • General Conditions (CG): the general conditions of the Council of Europe. They must be accepted by the supplier when submitting an offer. They prevail over all other sales conditions of the supplier;
  • Supplementary General Conditions (CGS): document completing the General Conditions for the purchase of certain goods (works, supplies and services, IT, intellectuel services etc.);
  • Technical Specifications (ST): document containing the technical requirements of the Council of Europe.
