This local initiative aims to ensure equal opportunities for women and men in the local governance of Ust-Putyla. For the first time, a gender-based approach is used to develop and implement local strategic planning. Two components are being implemented: first, a gender passport is being put in place with a view to assessing the state of play on equal opportunities for women and men. This allows for a better understanding of the current context and provides a basis for decision-making.

Second, a gender equality programme for 2020-2023 is being developed to ensure equal rights and opportunities for women and men. A newly appointed gender equality officer (the first of its kind in Ust-Putyla) has been tasked to ensure the programme’s effectiveness and sustainability in the long run. Additionally, the initiative includes a communication plan for local citizens with the intention to strengthen their involvement in discussions concerning the gender equality programme.
