First Session of the Council of Europe Leadership Academy took place in Kyiv (Ukraine) on 21-26 March 2016. The main co-organisers of the Leadership Academy are the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine” and the Ministry of Regional Development, Construction and Municipal Economy of Ukraine. The Leadership Academy training was attended by mayors of newly amalgamated communities from 16 regions of Ukraine.
The Leadership Academy is divided into three 3-day sessions over 6 months. It also includes the special modules on decentralisation reform in Ukraine. Between the sessions participants will carry out agreed leadership assignments within their own municipalities and report back on them during the subsequent sessions.
The Council of Europe believes that efficient implementation of municipal leadership makes significant input into promotion of Good Governance, that intends the maximum level of involving representatives of business and third sector (non-governmental organisations and citizens) in municipal decision making process.
