XIII Annual International Forum on the Case-Law of the European Court of Human Rights Held in Lviv

On 1 and 2 May 2026, the XIII Annual International Forum on the Case-Law of the European Court of Human Rights entitled “The European Convention on Human Rights in the Legal System and Legal Education in Ukraine: Scientific and Applied Dimension” was held in the Mirror Hall of Ivan Franko National University of Lviv.

The discussions brought together judges of the European Court of Human Rights (ECtHR), judges of the Constitutional Court of Ukraine and the Supreme Court, the Government Agent before the ECtHR, representatives of legal education and international experts.

Participants focused on contemporary challenges related to the application of the Convention in the context of the ongoing war, the execution of ECtHR judgments and the review of domestic judgments following the Court’s findings.

Special attention was devoted to the use of ECtHR case-law in the constitutional adjudication in Ukraine, the legal framework for derogation in times of a public emergency threatening the life of the nation, as well as issues such as the right to peaceful enjoyment of possessions and the “right to hope” of persons sentenced to life imprisonment.

The second day of the Forum was devoted to the transformation of legal education, the integration of European practices into the Ukrainian context and the role of the Convention and ECtHR case-law in training future legal professionals. Participants underlined that, over the past thirteen years, the Forum has remained a sustainable platform for developing a law‑application culture grounded in European human rights standards.

The Forum was organised by the OSCE Support to Ukraine Programme within the framework of the project "Guaranteeing Respect for Human Rights in the Administration of Justice, Phase II" and the Council of Europe Projects "Support to Ukraine in the Implementation of Council of Europe Standards on the Judiciary" and “Further strengthening judicial and non-judicial remedies for the human rights protection of the war-affected people in Ukraine”, in cooperation with the Faculty of Law of Ivan Franko National University of Lviv, the Supreme Court and the National School of Judges of Ukraine.
