On 17 April, the Council of Europe, in cooperation with the High Council of Justice (HCJ), held a one‑day workshop entitled “Artificial Intelligence: Opportunities, Tools, Limits” for members of the HCJ and disciplinary inspectors, with a view to fostering a practical and critical understanding of the safe use of AI technologies in the justice sector, as well as of the limitations of AI.

The workshop also aimed to demonstrate tools for document analysis, the preparation of standard procedural decisions and the organisation of court work, and to outline the framework for the responsible use of such technologies within the judicial system.

Participants acquired basic knowledge about the nature of artificial intelligence and language models, learned about the differences between search engines and AI‑based tools, and examined key risks, including the phenomenon of so‑called “hallucinations” and the need for critical verification of the answers received. Particular attention was paid to the regulatory context, in particular the Guidelines on the responsible use of AI for legal professionals and European regulation (the EU AI Act).

As a result of the workshop, members of the High Council of Justice and disciplinary inspectors received additional tools for more informed and safe use of artificial intelligence technologies in their daily work, and deepened their understanding of how innovative digital solutions can help enhance the efficiency and accessibility of justice in Ukraine.

The event was held with the support of the Council of Europe Project “ Support to Ukraine in implementation of the Council of Europe standards on the judiciary” within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
