Webinar on IDP support programmes and community best practices

On October 21, 2026, the Ministry of Social Policy of the Family and Unity of Ukraine, together with the Council of Europe project, held a webinar "Application of the Methodological Recommendations for the Development and Monitoring of the Implementation of Regional and Local Programmes Aimed at Supporting Internally Displaced Persons: Practical Advice".

Among the participants were representatives of local self-government bodies and IDP Councils from 112 communities (from 24 regions and the city of Kyiv).

The webinar was opened by Deputy Minister of Social Policy, Family and Unity of Ukraine Tetiana Kiriienko: "Methodological recommendations will help communities, together with IDP Councils and representatives of civil society institutions, to develop new programmes, identify priority areas of support and make informed decisions."

National consultants of the Council of Europe project Natalia Yurlova, Maria Krasnenko, Alyona Lunyova told how to apply in practice  the  Methodological Recommendations for the Development and Monitoring of the Implementation of Regional and Local Programmes Aimed at Supporting Internally Displaced Persons (hereinafter referred to as the Methodological Recommendations).

The speakers said that the approval of the methodological recommendations was preceded by an analysis of community practices on support programmes for displaced people.

The team analyzed 240 program texts and summarized the results in the Policy Brief "Experience of supporting internally displaced persons in the regions: an analysis of practices".

The policy brief contains programmes with positive practices on the description of problems, housing solutions, integration measures, informing IDPs, etc. The document contains an example of a programme that supports youth from TOT and IDPs, a programme where the economic needs of IDPs are met along with the personnel needs of the community, a programme that provides constant communication with IDPs.

The study was initiated by the Ministry of Social Policy, Family and Unity of Ukraine and supported by the Council of Europe project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level" in May-August 2026.

The full recording of the webinar is available on the website of the Ministry of Social Policy, Family and Unity of Ukraine: "Methodological recommendations should become an effective tool for improving the effectiveness of IDP support programs," Tetiana Kiriienko - SME
