On August 25, 2026, the Ministry of Social Policy, Family and Unity of Ukraine approved the Methodological Recommendations for the Development and Monitoring of the Implementation of Regional and Local Programmes Aimed at Supporting Internally Displaced Persons.
The development of the recommendations was supported by the Council of Europe project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level".
Work on the recommendations began with an analysis of practices in communities, and in June 2026, during the workshop for local self-governments "Local IDP Support Programmes: Best Practices", the following territorial communities joined the development of proposals for the recommendations:

- Milovska Settlement Territorial Community,

- Mykolaiv City Territorial Community,
- Tsarychanska Settlement Territorial Community,
- Kropyvnytskyi City Territorial Community,
- Rubizhne City Territorial Community,
- Yagotyn City Territorial Community,
- Dmytrivka Rural Territorial Community,
- Kyiv City Territorial Community,
- Boyarka City Territorial Community,
- Bilokurakyne Settlement Territorial Community,
- Dnipro City Territorial Community,
- Novovolynsk City Territorial Community,
- Lysychansk City Territorial Community,
- Semenivka Rural Territorial Community.
The participants unanimously noted that they lack a generalized approximate list of support measures for IDPs. A separate section is devoted to this in the Methodological Recommendations. Support measures are proposed in the following areas:
- meeting the housing needs of IDPs;
- ensuring economic independence (employment);
- provision of social support and social services;
- providing access to medical services, rehabilitation, psychological and psychosocial support;
- ensuring the social integration of children and youth from among IDPs;
- strengthening social cohesion in the host community and supporting cultural diversity;
- informing IDPs about support measures.
Thus, for example, measures in the field of ensuring economic independence (employment) of IDPs, in accordance with the recommendations, may include
- promoting interaction between IDPs and local employers, in particular,
- information events, career days, job fairs, presentations of employers and other events aimed at employment;
- facilitating the relocation of business entities to the territorial community and creating conditions for their activities, including the employment of IDPs;
- creation of local mechanisms to support the entrepreneurial activities of IDPs, in particular,
- by providing consulting support, co-financing regional and local entrepreneurship development programmes, supporting business initiatives or facilitating participation in grant programmes;
- introducing local incentives for employers who create new jobs or employ IDPs, within the powers of local self-government bodies, etc.
In the future, the project plans to publish an analytical note with community practices and support communities in the application of methodological recommendations.
