On 16 October 2026, Zviahel municipality (Zhytomyr oblast) hosted a working visit of a delegation from Orzhytsia municipality (Poltava oblast) and representatives of the Council of Europe Office in Ukraine.
The two communities joined OGP Local in 2024 with the support of the Congress of Local and Regional Authorities, and are now implementing a joint Local Action Plan for 2025–2026 focused on youth engagement, participatory budgeting and the integration of veterans. The visit gave them an opportunity to review progress on the plan and to learn from each other’s experience in supporting veterans and young people.
The meeting “Zviahel: dialogue, trust, change” brought together the leadership of both communities, municipal departments and institutions, youth councils, civil society organisations, veterans and volunteers.
The delegation also visited the Youth Centre and the Media Library, as well as the municipal institution “Veteran Space of Zviahel”, to learn how the community supports young people and veterans.
The visit was organised within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026) and the project “Strengthening multilevel governance and local democracy to support Ukraine’s recovery”, implemented by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe.
