On 17 June 2025, a professional discussion entitled "Towards the development of the State Housing Policy Strategy" was held in Kyiv, with the participation of Maciej JANCZAK, Head of the Council of Europe Office in Ukraine. The event, organised by the Ministry for Communities and Territories Development of Ukraine, brought together key national and international partners to develop a shared vision of the framework approaches to the new housing strategy based on European standards, international obligations, and the current state of Ukraine’s housing stock.
The Head of the Council of Europe Office in Ukraine gave a speech during the panel discussion “National Context and International Commitments: Transparency in Housing Policy”, which was dedicated to the key challenges of housing policy and its transformation in light of alignment with EU legislation, the UN Sustainable Development Goals, and regional specificities.
Mr JANCZAK spoke positively about the Concept for the Development of State Housing Policy presented during the event and emphasisedthe importance of adhering to standards: “When we speak about transparent, effective, and fair housing policy, we are ultimately speaking about the implementation of standards – not abstract ideals, but concrete benchmarks that guide planning, decision-making, access, accountability, and the protection of vulnerable groups”.
He also reminded that housing is a human right, guaranteed by both the European Convention on Human Rights and the European Social Charter, and emphasised the Council of Europe’s support for the draft law “On the basic principles of housing policy”.
The Council of Europe remains a reliable partner to the Government of Ukraine on the path towards the implementation of European standards for the protection of housing rights of the affected population.
The event took place in line with the thematic focus of the Council of Europe project "Facilitating housing solutions for the war-affected people in Ukraine. Phase II," which continues to support the Government of Ukraine in implementing European standards in the development of housing policy.
