The Cabinet of Ministers of Ukraine adopted the Strategy of State Policy on Internal Displacement for the period until 2030.

The Council of Europe Project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level" provided expert support to the Ministry of Social Policy, Family and Unity of Ukraine for the preparation of the Strategy, in particular, national consultants coordinated working groups on the two strategic objectives of the document.

"I am grateful to UNHCR and the Council of Europe, MPs, colleagues from the Government, the Ombudsperson Office of Ukraine, CSOs, in particular the NGO "IDPs of Ukraine", as well as communities and IDP Councils who contributed to the development of the document," Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin said on his Facebook page.

The purpose of the Strategy is to introduce and implement comprehensive and systematic measures for timely and sufficient state support for every person who has experienced or may experience internal displacement, including those who have had the experience of staying abroad.

The strategy includes 4 strategic goals.

• Strategic goal 1.  Ensuring a holistic and coordinated system of public policy on internal displacement.
• Strategic goal 2.  Coordinated evacuation of the population and departure from the temporarily occupied territories, taking into account the needs of people.
• Strategic goal 3. Promoting the adaptation and integration of internally displaced persons into host communities through increased autonomy, community support and targeted support.
• Strategic goal 4. Conditions have been created for the voluntary, safe and sustainable return of internally displaced persons and their reintegration in close connection with the restoration of territories.

These goals are realised as interrelated elements of a single route of continuous support for a person who has undergone internal displacement. The result of the implementation of the Strategy should be an increase in the quality of life of internally displaced persons.
