Back The Council of Europe supports the development of a new discipline "Youth Policy in Higher Education: Practices and Prospects"

More than 40 representatives of higher education institutions, youth centres, civil society organisations and youth councils of different regions of Ukraine discussed the content of the programme of the future new elective discipline for higher education institutions on 27-28June 2025 at the Lutsk National Technical University.

Olena Chernykh, Senior Project Officer of the Council of Europe project "Youth for Democracy in Ukraine: Phase IV", took part in the panel discussion of the Forum and emphasized the importance of reflecting the content of the Reykjavik Declaration in the new selective discipline on the implementation of a youth perspective and taking into account the needs of different young people.

Participants learned about the experience of developing and implementing the training programme "Participatory Youth Policy" by the Council of Europe and partners in 2023-2024 in accordance with the approved Model General Short-Term Professional Development Programme "Participatory Youth Policy". Thanks to these efforts, 21 advanced training programmems for 611 civil servants, local government officials, scientists and educators were implemented in Ukraine in 2024. In January-May 2025, 2 advanced training programmes for 62 participants have already been implemented.

The forum was held within the framework of the project "Youth Participation and Policy: Strengthening Youth Engagement, Governance, Budgeting and Life Skills Development in Lviv, Volyn and Zakarpattia Regions", which is implemented by the CSO "Youth Platform" with the assistance of the UNICEF Ukraine and with the financial support of the German Government through the German state development bank KfW. In 2025, the Council of Europe project "Youth for Democracy in Ukraine" will provide expert support for the development of a manual for teaching the discipline and training of teachers.
