The Council of Europe continues to support the Prosecutors’ Training Centre of Ukraine (PTCU, the Centre) in developing its institutional capacity and improving its strategic planning. Accordingly, on 24–25 September 2026, a regular strategic session was held in Kyiv, dedicated to the Centre’s further development, strengthening internal cooperation and defining its priorities for the coming period.
The session participants – the Centre’s management and the heads of its departments, as well as consultants and trainers – jointly discussed the key needs and challenges facing the PTCU and developed practical steps for the further development of its work and training opportunities for prosecutors and civil servants.
The session was moderated by the Council of Europe’s national consultant, Ms Natalia Rymar, who facilitated a structured discussion, the joint development of solutions and the agreement on next steps.
On the first day, participants analysed the Centre’s current activities using the “keep, change, stop, start” approach, identified strengths and areas requiring review, and updated the system of organisational values. Working in small groups, they formulated a shared vision of what the PTCU should become in three years’ time and identified the key challenges hindering its development.
The second day was devoted to moving from vision to action. Participants identified strategic areas for development, devised solutions to address the identified challenges, and agreed on specific outcomes that the Centre should achieve during the first year of implementing the updated strategy.
Following the strategic session, the participants agreed on a shared strategic vision for the development of the Training Centre, identified priority areas of activity and drew up a list of practical steps that will form the basis for further strengthening institutional capacity and the quality of professional training for prosecutors and civil servants in Ukraine’s prosecution service.
The event was organised by the Council of Europe as part of the project “Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II”, which is being implemented under the Council of Europe’s Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023–2026.
