Prosecutorial reform remains one of the key priorities in the reform of Ukraine’s criminal justice system and an important component of the country’s efforts to fulfil its international commitments on the path towards membership of the European Union. It is also one of the priorities under the Rule of Law Roadmap.
On 17 July 2026, with the support of the Council of Europe project “Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II” and in cooperation with the European Union Project Pravo-Justice, a thematic workshop dedicated to the implementation of the measures under the “Judiciary” pillar of the Rule of Law Roadmap was held.
The event brought together representatives of the Office of the Prosecutor General, the Ministry of Justice of Ukraine, the European Commission, international organisations, international technical assistance projects, civil society organisations, and independent experts to discuss the next steps in implementing prosecutorial reform.
Participants focused on the optimisation of the prosecution service system and the reform of the General Inspectorate. During the discussions, it was emphasised that these reform areas are closely interconnected with other measures envisaged by the Rule of Law Roadmap, including the optimisation of the court network, the improvement of the prosecutor evaluation system, and the strengthening of the institutional capacity of prosecutorial self-governance bodies. Particular attention was paid to the need to implement these reforms on the basis of functional analyses and recommendations prepared with the support of the Council of Europe and the EU Project Pravo-Justice, including the findings of the audit of the prosecutorial self-governance bodies.
The Council of Europe project was represented at the workshop by international consultant Ms Lorena Bachmaier Winter, national consultant Mr Volodymyr Petrakovskyi, and national consultant Mr Borys Malyshev. The experts shared European experience and expert recommendations on improving the organisation of the prosecution service, strengthening institutional development, and aligning Ukraine’s prosecution system with Council of Europe standards.
The event was organised by the Council of Europe within the framework of the project “Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II”, implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
