The Government approved the Action Plan for 2025-2026 of the National Strategy for the Creation of a Barrier-Free Environment until 2030 on 25 March 2025.

The document and its flagship projects were publicly presented on 26 March 2025 during a meeting of the Barrier-Free Council, attended by the First Lady of Ukraine Olena Zelenska. Oleksii Kuleba, Deputy Prime Minister, chaired the meeting.

The event was attended by the members of the Barrier-Free Council, including representatives of the Government, Parliament, the Office of the President of Ukraine, the Council of Europe, and other international organizations, as well as ambassadors of foreign states, representatives of regional military administrations, local governments, expert CSOs, and businesses.

“This document is the result of joint work by ministries, regional administrations, experts, and public organizations. We have taken into account previous experience and new challenges related to martial law. The plan contains specific tasks and deadlines,” said Mr Oleksii Kuleba, Deputy Prime Minister and Minister for Community and Territorial Development of Ukraine.

According to a survey by the Center for Social Change and Behavioral Economics, accessibility is among the new societal values for 87% of Ukrainians.

“These are colossal shifts in public consciousness. Such motivation among people must be preserved. Therefore, I want to focus our attention on the following — the public demand has finally appeared, and it is impossible not to respond to it. It is even more difficult to restore lost motivation than to create it from scratch,” said Ms Olena Zelenska, First Lady of Ukraine.

The Council of Europe systematically supports the implementation of the National Strategy for the Creation of a Barrier-Free Environment in Ukraine until 2030, providing analytical and communication support for the development and implementation of its Action Plans.
